TotalEnergies Announces Full Restart of Mozambique LNG Project Activities

Mozambique LNG resumes full operations after lifting force majeure, boosting jobs, investment, energy security, and positioning Mozambique as a major LNG exporter.

Mozambique LNG has officially announced the complete restart of all its onshore and offshore project activities in Mozambique, marking a major milestone for both the project and the country鈥檚 energy sector. The announcement was made following a high-level meeting held in Afungi between Patrick Pouyann茅, Chairman and Chief Executive Officer of TotalEnergies, and His Excellency Daniel Chapo, President of the Republic of Mozambique. During the meeting, both leaders jointly confirmed the resumption of operations and reaffirmed their shared commitment to the successful delivery of the landmark LNG development.

The restart follows a key decision taken on 7 November 2025 by the Mozambique LNG consortium to lift the Force Majeure that had been in place since 2021. With security conditions improving and stabilization efforts progressing, the consortium agreed that circumstances now allow for the safe and effective continuation of project activities. This decision paved the way for construction and development work to resume across both offshore facilities and the onshore Afungi site.

During discussions, the Government of Mozambique reiterated its strong support for the Mozambique LNG project and confirmed its willingness to work closely with project partners to manage the impacts resulting from the Force Majeure period. The government highlighted the measures it has implemented to enhance security in the Cabo Delgado region, including sustained cooperation with Rwanda, which has played a critical role in stabilizing the area and enabling the safe return of large-scale industrial activity.

Construction work has now resumed in full, with more than 4,000 workers currently mobilized on the project. Significantly, over 3,000 of these workers are Mozambican nationals, underlining the project鈥檚 strong emphasis on local participation and workforce development. Despite the temporary suspension of field activities, substantial progress was achieved during the Force Majeure period, with nearly all engineering work completed and the procurement of major equipment finalized. Overall project progress now stands at approximately 40%, and first LNG production is targeted for 2029.

The Mozambique LNG project is expected to deliver substantial economic benefits to the country throughout its development and operational phases. A robust local content strategy is central to the project, with up to 7,000 direct jobs anticipated for Mozambicans during peak construction. In addition, contracts awarded to Mozambican companies are projected to exceed USD 4 billion, providing a significant boost to local businesses and strengthening domestic supply chains.

Beyond its industrial footprint, Mozambique LNG is also driving socio-economic development in Cabo Delgado through a comprehensive community-focused initiative. The Mozambique LNG Foundation, established in 2023 with a budget of USD 200 million, is already delivering measurable results. To date, the Foundation has supported the creation of more than 8,000 jobs and provided assistance to approximately 7,000 farmers and fishermen, helping to improve livelihoods and promote sustainable economic growth in the region.

Commenting on the restart, Patrick Pouyann茅 described the resumption of activities as a defining moment for both the project and Mozambique. He expressed appreciation to President Chapo and Mozambican authorities for their continued engagement and commitment, emphasizing that the project will position Mozambique as a major global LNG exporter while generating long-term economic value for its people.

President Daniel Chapo echoed these sentiments, stating that the project鈥檚 resumption reinforces international confidence in Mozambique鈥檚 energy sector and institutional stability. He highlighted its importance for job creation, workforce development, and Mozambique鈥檚 emergence as a regional energy hub and a credible player in the global LNG market.
